Debris Removal
Our task in the recovery from a disaster event is debris removal from public rights-of-way (ROW). The type and magnitude of the event and the make-up of the resulting debris stream will dictate the number and composition of the recovery resources deployed for the cleanup. PAR Disaster Services maintains a fleet of self-loading grapple trucks designed specifically for debris collection that are immediately mobilized to assist our clients. PAR Disaster Services company-owned resources are supplemented by select resources from our extensive database of specialty subcontractors experienced in recovery activities.

Debris on Private Property
Private Property debris removal (PPDR) or right-of-entry (ROE) work is periodically authorized for reimbursement by FEMA when widespread hazards posing an immediate threat to public health and safety are present on private property. Prior to performing any work on private property, proper documentation and survey of the hazard(s) are necessary to ensure eligibility under the FEMA Public Assistance (PA) program. The technical team provided by PAR Disaster Services will assist our clients with the request for ROE, interpretation of the ROE eligibility criteria, ROE rules for the current disaster, and the documentation necessary to authorize work on private property.

Temporary Debris Storage and Reduction Sites
All activities associated with massive debris clearance, removal, and ultimate disposal operations depend upon the availability of suitable temporary debris storage and reduction sites (TDSRS). Identifying these potential sites before a natural disaster will expedite debris removal and subsequent volume reduction and disposal actions. A PAR Disaster Services representative is available to assist our clients in the identification analysis and selection of potential TDSRS

Debris Reduction
PAR Disaster Services can provide several debris reduction alternatives for our clients. Consideration of logistical and environmental concerns, as well as the disposal or beneficial use of the processing residual (ash, mulch) should be weighed in the decision process.

Quality Assurance & Quality Control
PAR Disaster Services oversight of any recovery project will include layers of supervision to ensure that recovery activities are conducted according to strict government regulations. Daily reports tracking the project evolution are provided to our Clients online. Reports can be easily customized to accommodate any areas of special interest to our Clients.

Operation Blue Roof

During the previous three hurricane seasons, many homeowners have been left vulnerable with damaged roofs. PAR Disaster Services has a dedicated team of experts who have installed over two million SF of temporary blue roofs during this period. Repairs to these roofs can take time. In order to mitigate additional damage that could result from rain, homeowners can have plastic sheeting installed over the damaged area by our BLUE ROOF Team.

Here are some facts about Operation BLUE ROOF:

  • To qualify for BLUE ROOF services, damage to the roof must be less than 50 percent and the area to be covered must be structurally sound for a crew to work on.
  • In order to have plastic sheeting placed on their roofs, homeowners must complete a right of entry form to allow government and it’s approved contractor employees on their property. Right of Entry (ROE) centers for affected counties are manned by Corps of Engineers employees or their appointed contractors.
  • When this program is officially active and in effect, we ask that you please remain patient. We will respond to every person who has completed a ROE as rapidly as possible.
  • Homeowners who had plastic sheeting damaged or blown off during Hurricanes must complete a new ROE form. The damaged or missing plastic sheeting will be reinstalled as rapidly as possible.
  • In some instances, there may be a slowdown in installing plastic sheeting because of a national shortage.
  • Homeowners can also cover their roof with free tarps provided by FEMA and issued through their local governments. Residents need to monitor the media for information on where to pick up the tarps.
  • The “BLUE” plastic covering andthe tarps are temporary fixes designed to provide protection from the elements until the homeowner can make permanent repairs with a qualified professional.

Please contact our office to explore further details about this program and how you may qualify. We will glad to provide you further assistance regarding operation blue roof and any necessary roofing repairs.
